This project was developed at the TechCamp in Santiago, Chile on November 20. TechCamp Santagio had over 100 participants, including a few US technologists, over 20 Chilean Tech community representatives, and approximately 80 NGOs and civil society organization representatives from across Latin America. Small group discussions between technologists and civil society organizations were used as a means of developing valid problem definition statements.

--Users of health systems. Remote locations that do not have access to preferential health treatment and that do not have a high speed connection. This is especially problematic in a disaster response situation where the disaster is far away from technology supported areas.
There is a need to have audiovisual communication systems that address user health requirements. This might be linkages with specific hospitals who might be notionally assigned to treat remote areas.
People in remote locations lacking more advanced health treatment. Hospitals serving a large population who cannot provide reach to patients in rural, jungle and other remote location areas.

--People in distant urban centers, who show some health need do not have professionals in a location that can be served remotely.
Person in remote area has local clinic that they can visit, but do not have access to specialized medicine support.
The clinic would have some method of remotely contacting specialists who can guide the medical professional through the treatment.

Los usuarios del sistema de salud. Sitios remotes que no tienen acceso a atenciones preferenciales de salud y que no cuentan con alta velocidad de conexion. Es aun mas dificil en un desastre.
Contar con sistemas de comunicacion audiovisual que da respuesta a los requerimientos de salud a los usuarios.

Personas de lugares remotes carentes de atenciones de salud de mayor complejidad. Hospitales de poblaciones grandes que no pueden suminstrar servicio a pacientes rurales o a los que viven en las selvas o otros lugares remotes.
